MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1991 <br />Blesener pointed out that the Council took this <br />position at its last meeting. The City has indicated <br />that it hoped that these capital improvement items <br />could be funded with 10% gambling funds, however, if <br />not, there are other funding possibilities. <br />Fahey suggested that the Fire Department needed the <br />capital improvement dollar amount included in any <br />contract it signs with the City. <br />Boss stated that the document he has states that the <br />1992 Fire Department budget is $116,856 plus $12,000 <br />for the Relief Association. Boss felt the $23,400 <br />should be added to those amounts to make the bottom <br />line clear. <br />The City Administrator again explained that capital <br />improvements have been moved to the City's capital <br />improvement budget. This is no different that what has <br />been done in the past, with the Administrator noting <br />that in 1990 the City funded $40,000 in Fire Department <br />capital outlay items that were not included in the <br />budget. <br />Fahey again suggested that the Fire Department contract <br />include the budget bottom line plus the $23,400 in <br />capital improvements. <br />The Chief asked if the Fire Department can proceed to <br />purchase its capital improvement items. <br />LaValle pointed out that this is a commitment that the <br />City is making. LaValle stated that he feels strongly <br />that these items must be purchased, and will be funded <br />by the City. LaValle also felt that the fire station <br />should be a City expense and maintenance and upkeep of <br />the building should not be included in the Fire <br />Department budget. <br />Fahey felt it important to the Fire Department that <br />certain capital improvement items be made a part of the <br />contract and guaranteed. Fahey was concerned about the <br />list being prioritized and subject to funding coming <br />in. <br />LaValle pointed out that of the first four items on the <br />list, three are Fire Department items, which he felt <br />should be purchased right away. <br />Blesener stated that he did not have a problem with the <br />Fire Department contract identifying the $116,856 <br />budget amount plus $13,500 in capital improvements. <br />Page 15 <br />
