MINUTE5 <br />CITY COUNCIL <br />DECEMBER 17, 1991 <br />Bill Suchy did not believe the Fire Department should <br />be shorted on training. <br />Blesener pointed out that there are adequate monies <br />going into the Relief Association to fund the $2,000 <br />per year of service commitment. Blesener also <br />indicated that the City's contribution almost <br />guarantees another increase down the line, however, the <br />reduction in the City's contribution just delays the <br />increase. <br />LaValle pointed out that five years ago the benefit was <br />only $900 per year of service and now that benefit is <br />$2,000 per year of service. LaValle pointed out that <br />the Relief Association and City have worked hard to get <br />the benefit up to its current level, and suggested that <br />it will take a couple of years to get remunerations to <br />where they should be. <br />DeBace suggested that given the information presented <br />tonight on City balances, he felt that the $10,000 that <br />was cut from the Relief Association should be returned. <br />Scalze disagreed provided that the funding and balances <br />are there to support the $2,000 per year of service <br />benefit level. Scalze pointed out that the City looks <br />at this area every year, and if adjustments are needed, <br />they have been made. <br />Fahey suggested that discussion get back to the $13,500 <br />in contingency funding as well as $10,000 in <br />remunerations. Fahey stated that it was apparent that <br />the Fire Department and Council are still apart on the <br />issue of the $10,000 for training. Fahey felt that <br />there were City funds available to provide the $10,000 <br />for the Fire Department. <br />Collova suggested that this additional funding be <br />phased in over a two-year period. <br />Zietlow suggested that the Fire Department is already 2 <br />to 3 years behind neighboring departments. <br />The City Administrator suggested that the issue was a <br />broader one, and one that includes all compensation <br />issues. The Administrator pointed out that relief <br />benefits are at a level they should be to be <br />competitive. The Administrator asked if the goal was <br />to have compensation at a competitive level, or as high <br />as it could be. The Administrator pointed out that the <br />comment was made that the Roseville survey is two years <br />old. The City did a quick survey of current benefit <br />and compensation levels, and the numbers in the <br />Page 17 <br />
