MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1991 <br />Boss suggested $13,500, which includes $10,000 in <br />remuneration for training. <br />Blesener stated that he would like to discuss the <br />$10,000, pointing out that this would be an on-going <br />expense. Blesener stated that the City cannot deal <br />with this expense from reserves or gambling because of <br />the on-going nature of this expense. <br />Boss agreed that it is a part of the continued <br />operation of the Fire Department, but also noted that <br />capital improvement items were as well. <br />Blesener replied that he understood this. <br />Fahey stated that the Fire Department does not object <br />to the responsibility for maintaining the Fire Station. <br />Boss stated that the Fire Department needs the <br />additional $23,500 in funding to provide for safety and <br />training of fire fighters in a satisfactory manner. <br />The City Administrator pointed out that the $13,500 in <br />capital improvement funding is not an issue as the City <br />has indicated that it will fund these expenditures. <br />The issue is the additional $10,000 in remunerations. <br />Boss pointed out that the City made this reduction as <br />well as a reduction of $10,000 in City contribution <br />toward fire relief benefits. <br />Blesener pointed out that at previous workshops it was <br />explained that the Fire Department was asking for <br />$21,000 in additional compensation as part of the 1992 <br />Budget. The City took the position that it could fund <br />half of that increase this year and half the next. <br />Blesener reported that it was the City Administrator's <br />interpretation that this would provide for $11,000 in <br />additional remuneration as part of the 1992 Fire <br />Department budget. <br />Fahey asked why the additional $10,000 would break the <br />bank. <br />Scalze pointed out that the additional remuneration was <br />a continuing expense, and that the City cannot take <br />money from one fund to pay another. Salaries are not <br />cut once they are established. <br />It was pointed out that $10,00o has been dropped from <br />the City's contribution to the Fire Relief Association, <br />and suggested that this amount should be added to <br />remunerations. <br />Page 16 <br />
