The <br />Chief asked if the Council was agreeing to provide <br />$10,000 in additional compensation this year and an <br />additional $10,000 next year. <br />Scalze stated that she could not make this commitment <br />because the City does not know what will happen with <br />State Aids next year. Scalze suggested that it may be <br />the Council's intent, but no promises could be made. <br />Fahey pointed out that the City and Fire Department are <br />$10,000 apart, and suggested that if the City could <br />make the commitment for the additional $10,000 next <br />year, this may be something that the Fire Department <br />membership could accept. <br />Fahey pointed out that the City has funding options for <br />this money. Fahey asked the Council's feeling on <br />whether the additional $10,000 was unreasonable or not. <br />Fahey stated that he does not see any lack of funding, <br />and felt that if the City wanted to make it work, the <br />funds are there. Fahey stated that he understood the <br />City's position that this would be an on-going <br />liability, however, pointed out that the Fire <br />Department membership feels it is justified. Fahey <br />pointed out that in relation to the big picture and the <br />total cost of fire protection per capita, it is not a <br />lot of money. <br />Scalze pointed out that it is the City's position not <br />to use charitable gambling money to fund the operations <br />portion of the budget. Scalze stated that the City <br />does not want to become dependent on charitable <br />gambling monies, since that source could end tomorrow. <br />The City Administrator stated that it is difficult for <br />the City to promise what will happen next year since it <br />has no control over things like State Aids. The <br />Administrator pointed out that if the State lifts levy <br />limits, that will give the City some flexibility. The <br />Administrator agreed that the Fire Department is behind <br />in the per call rate, but pointed out that the drill <br />rate is competitive. The Administrator suggested the <br />need for the City and Fire Department to sit down and <br />make definite plans for the future. <br />Fahey stated that the Fire Department should not have <br />to be dependent on whether levy limits are lifted in <br />order to get the funding it needs to operate. Fahey <br />stated that he did not believe the Council would be <br />going out on a limb to commit to an additional $10,000 <br />in funding for next year. <br />Page 19 <br />
