MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1991 <br />Blesener stated that his position was that the City <br />would guarantee the $13,500 in capital improvements for <br />1992, and that the City could probably fund the other <br />$10,000 in capital improvements that the Fire <br />Department has proposed. Blesener stated that he would <br />in good faith try to provide the additional $10,000 in <br />compensation in 1993. Blesener also suggested that <br />similar to what is done with the Relief Association, <br />representatives of the Council meet with the Fire <br />Department's Board of Directors to discuss compensation <br />issues. <br />Boss pointed out that the Fire Department has provided <br />the City with a lot of information that it has not <br />provided in the past to enlighten the Council on the <br />department's responsibilities hoping that it would <br />consider funding the additional $10,000 in <br />compensation. <br />LaValle stated that he has no problem making the <br />commitment for an additional $10,000 in 1993. <br />Fahey questioned the $10,000 figure pointing out that <br />in the Fire Department budget line items for <br />remuneration and training there is no increase between <br />the 1991 and 1992 budgets. <br />Blesener pointed out that at a previous workshop, it <br />was indicated that there was $21,000 in additional <br />compensation proposed from the 1991 budget to 1992. <br />The City has taken the position that it would fund <br />$11,000 of that additional compensation in 1992. Under <br />that funding fire fighters could be compensated $10 to <br />$11 per training meeting, from $4.36 per call paid in <br />1991 to half-way to $7.00, and approximately $5.00 per <br />hour in work readiness compensation. Current levels of <br />compensation are $10 per training meeting, $4.36 per <br />call in 1991, and $3.80 per hour in work readiness. <br />The Fire Department requested $12 per training meeting. <br />$7 per call, and $7 per hour in work readiness. <br />Blesener pointed out that the fundinq the City is <br />providing for 1992 will get the Department about half <br />way to what it was requesting. <br />LaValle pointed out the City's commitment to fund the <br />Department's capital improvement requests. LaValle <br />again pointed out that it took the City about five <br />years to get relief benefits to where they should be, <br />and the City is proposing two years to get compensation <br />levels to where they should be. <br />The City Administrator suggested that a sub-committee <br />be put together to further address compensation issues <br />so that they are not a problem in the future. <br />Page 20 <br />
