MINUTES
CITY COUNCIL
JANUARY 8, 1992
Canada should hire its own full-time Director, and
asked if anyone has offered the position to Jim
Morelan.
John Guzik, resident since 1981 and coach, felt that
hiring Roseville would be short-sighted if the City
believes this will result in a cost savings. Guzik
suggested that Little Canada residents will pay higher
fees, and Little Canada will lose community support.
Guzik felt that with Roseville administering the
recreation program, LCRA will no longer function and
the City will lose donations from charitable
organizations. Guzik pointed out that just as the City
has started developing a good park system, Roseville
expressed interest in administering our recreation
program.
Fred Clausen stated that he believes the City should
hire its own full-time Parks & Recreation Director. If
that decision is made, Clausen felt that the City
should then get a commitment from the LCRA that since
the City backed their position in making this decision,
then LCRA will back the City Council in who they decide
should fill the position.
Blesener agreed with Clausen's comments. Blesener
stated that the matter was a split issue that should
not be combined, and pointed out that the City has 100
applications for the position.
Dave Behles, 16 year resident and coach, reported that
in his experience as a coach, other coaches in the Twin
Cities area that he has talked with continue to ask him
how the City can offer such a good program at such a
reasonable price. Behles pointed out the many hours
that the Recreation Director and assistants put in to
make Little Canada's program the program that it is.
Behles reported that it is difficult to line up
coaches, and he knows Roseville is having a difficult
time getting hockey coaches. Behles stated that he
hoped the Council was not just watching the budget and
looking for ways to save money. Behles felt that
anyone who really understood a recreation department
would realize that Little Canada has an outstanding
program. Behles suggested that we keep it that way and
hire a full-time Director.
Don Bowman stated that Little Canada currently has the
best of both worlds. Bowman pointed out that if there
is a program that is not offered in Little Canada, it
is available through the Cities of Maplewood or
Roseville at reasonable fees. Bowman stated that
Roseville is having a problem with maintenance of their
Page 13
