MINUTES
CITY COUNCIL
JANUARY 8, 1992
Fahey reported that Rick Collova has suggested that an
open mind be kept in considering the option of
contracting with Roseville. Fahey stated that LCRA did
not need to meet with Roseville to know what is best
for Little Canada, and neither does the Council. Fahey
questioned if this is such a good idea, why are there
only two other communities in the State that run a
joint recreation program. Fahey felt the answer was
because of the community pride and identity that people
have in their recreation programs. Fahey felt there
was nothing more important than the day-to-day
interaction with young people of the community.
Fahey stated that LCRA is the heart and soul of the
City's recreation program. Fahey did not feel that
recreation directors run a recreation program, but
rather associations. Fahey felt that a decision in
this matter based solely on finances is short-sighted
and uneconomical.
Fahey pointed out that no one has suggested that the
City would be better served and could save money
contracting for City administration services, or public
works services. Fahey asked what good it would do for
the City to hire Roseville to administer the program
and save $20,000 if the LCRA is destroyed and
charitable benefactors to the City lost.
Fahey stated that a Recreation Director without support
is a loser. The City currently has a winning system
which is not broken. Fahey stated that the City needs
its own full-time Recreation Director and its
recreation programs expanded. Fahey felt the dollars
and cents will be there to do this; and citizens will
continue to develop pride and identity with the City of
Little Canada.
Lorraine Pelton, resident for 42 years, reported that
her children were a part of the City's recreation
program. In that program her children enjoyed
friendships which have lasted into their adulthood.
Pelton reminded those present when Kellogq High School
was taken over pointing out that in that situation
Roseville forced its opinion on Little Canada. Pelton
pointed out that Little Canada has no representation on
the School Board. Pelton also pointed out that the
combined Kellogg and Ramsey High Schools now have the
name "Roseville Area High School". Pelton felt that if
Roseville administered Little Canada's recreation
program, Roseville will eventually absorb Little
Canada's program. Pelton felt that decisions will be
made with Roseville's best interests first and Little
Canada kids will lose out. Pelton felt that Little
Page 12
