MINUTES
CITY COUNCIL
JANUARY 8, 1992
such programming. Wehrle again pointed out the need
to explore the details that would be involved if
Roseville were to administer the City's recreation
program.
Gene DeLonais, Planning Commission Chairman and member
of the recreation committee, supported Ken Wehrle's
comments and believes that the City should explore all
options. DeLonais pointed out that details of the
Roseville option are only speculative at this point.
5haron Clausen asked what the City would lose by
exploring the Roseville option.
Hanson pointed out that by not exploring this option,
there would be a lack of information. Hanson pointed
out that the City Council appointed a committee to
explore all options so that the City Council could make
an informed decision.
Clausen suggested that with the condition of the
present job market, the City may be able to hire a
full-time Director at a lower salary scale than what
was advertised, thus having its own Director at a
lesser cost.
The City Administrator pointed out that in establishing
the salary scale for the position, the City compared
similar positions in cities of similar size. The
Administrator agreed that the job market was favorable
for employers, however, did not believe that a person
should be hired at a salary that is less than what
similar positions are being paid. The Administrator
reported that typically if a candidate is truly
worthwhile, employers will offer the top range.
Mike Fahey reported that one of the reasons the City
Council initially decided to hire a full-time Director
is so that Director could research and develop
additional recreation programming. Fahey pointed out
that the recreation committee voted by a 4 to 1 vote to
pursue the Roseville option, but there are many more
people here this evening saying that the City should
hire its own full-time Director. Fahey urged the City
Council to end the discussion tonight and get on with
looking for a full-time Parks & Recreation Director.
Roger Glanzer, resident and past 15-year City employee,
reported that in his experience he cannot remember when
former Mayor Fahey spent extra money and did not
attempt to cut costs, nor can he remember when the
former Mayor made a decision without first looking at
all the options. Glanzer urged the Council to continue
Page 15
