MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1992 <br />looking at the Roseville option; and hoped that if the <br />Roseville option is chosen, the LCRA would continue to <br />work to make a better recreation program for the City. <br />Glanzer stated that the Roseville option may not be the <br />way to go, however, the City should continue to <br />consider it as a possibility. <br />Bob Nash, long-time resident of Little Canada, former <br />coach, and charter member of the LCRA, suggested that <br />if the City goes with the Roseville option, it will end <br />up with nothing. <br />Jim Morelan reported that over the past couple of <br />months he has found himself in some difficult <br />predicaments. Morelan stated that he has worked for <br />the past 25 years for the betterment of Little Canada <br />recreation, both as a member of the LCRA and as <br />Recreation Director. Morelan reported that in <br />September of 1991 he informed the City of his decision <br />not to continue as part-time Recreation Director. This <br />was not an easy decision, however, the demands on his <br />time had increased to that of working two full-time <br />jobs. Morelan reported that after that announcement, <br />the City Council decided to hire a full-time Recreation <br />Director. Morelan reported that after looking at the <br />job description, he felt he could fill the position and <br />do a good job, and has submitted an application. <br />Jim Morelan stated that he had so much concern with the <br />latest proposal to contract with Roseville that he <br />feels he must state his feelings. Morelan stated that <br />proponents refuse to call it a merger of the two cities <br />recreation programs, but he feels that it will become <br />that in time. Morelan questions how Roseville can <br />administer Little Canada's program from their offices <br />with their staff without any conflict of interest. <br />Morelan stated that if the reverse were the case, he <br />would give his preference to Little Canada. <br />Morelan stated that money seems to be one of the main <br />issues, and felt that the City must raise registration <br />fees under either option. Morelan pointed out that <br />both the City and LCRA have been subsidizing fees <br />heavily, and LCRA will continue to subsidize those <br />fees. Morelan questioned the ability of Roseville to <br />administer Little Canada's program at the price they <br />have suggested. <br />Jim Morelan stated that he wanted to address the issue <br />of the abuse that his brother, Steve, has taken over <br />this matter. Jim Morelan reported that Steve has been <br />president of the LCRA for the past 5 years, and has <br />provided excellent leadership of that organization. <br />Page 16 <br />
