MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1992 <br />When Steve was appointed to the recreation committee, <br />he was going to refuse the appointment, but then <br />reconsidered since he believed that he was <br />knowledgeable in this area and could provide important <br />input. Steve discussed the matter with LCRA as well. <br />Jim Morelan felt that the criticism that has been <br />expressed about this matter was unwarranted. Jim <br />Morelan felt that it was because of the efforts of <br />Steve, Little Canada is a much better place to live and <br />raise our children. <br />Fred Clausen again advised the Council that should it <br />decide to hire a full-time Director, before that <br />decision is made, the Council should obtain the <br />assurances of the LCRA that it will back whomever the <br />City decides to hire for the position. Clausen felt <br />that without this assurance, everyone will end up back <br />here again and it will tear the City apart. <br />Dick Boss stated that making this request of an <br />organization which has been dedicated to the City for <br />the past 37 years and has done the work that it has is <br />unreasonable. Boss stated that he knows the Council <br />does not want to discuss the issue of who the full-time <br />Director should be, but Boss did not feel the LCRA <br />should be held hostage. Boss stated that the resume <br />for the position has been written for the past 14 <br />years, and suggested that the City get on with filling <br />the position. <br />Blesener pointed out Glanzer's comments about the <br />former Mayor always researching issues. Blesener <br />stated that he spoke with the former Mayor on Sunday, <br />and at that time he supported pursuing the Roseville <br />option further. Apparently since that time the former <br />Mayor has looked deeper and did some research that was <br />not done the first time around. <br />Blesener pointed out that the City currently does <br />contract with Ramsey County for snowplowing and the <br />Ramsey County Sheriff's Department for police <br />protection. For snowplowing, the City's Public Works <br />Superintendent coordinates snowplowing with the County. <br />The City Administrator sits on a liaison committee with <br />the Sheriff's Department to provide input and control <br />on behalf of the City. <br />Blesener felt that in terms of recreation, Little <br />Canada can have its cake and eat it too. Blesener felt <br />that Little Canada had to direct its own program, and <br />pointed out that the City still has many opportunities <br />to participate in Roseville's programs.
