MINUTES
CITY COUNCIL
JANUARY 8, 1992
concession stand. Olson reported that the Little
Canada Recreation Association supports his request, and
Olson reviewed LCRA's recommendation for the Council.
Olson also reviewed the details of his request
indicating that he would carry the necessary insurance
coverage, described the product that he proposed to
sell, etc. Olson stated that he would like a decision
on this matter so that if it is approved, he would have
the next few months to shop for equipment. It was
noted that in exchange for his operation of the stand,
Olson would pay the City 10% of the profits for the
next two years. That fee would be renegotiated at the
end of the two-year period.
Aanson pointed out that there would be Health
Department regulations that must be met.
Olson replied that he has a background in the
concession business, and knows that he will have to
have specific equipment to meet Health Department
regulations.
Hanson asked Olson his planned hours of operation.
Olson replied that if there is only one team playing or
practicing in the park, he would probably not open the
stand. Hours of operation would depend on the amount
of activity in the park.
Hanson asked if there would be any problem with
insurance for a private business operating within a
City-owned facility.
The City Administrator did not anticipate a problem.
Blesener asked if the City has had any response from
other possible vendors.
Olson reported that this matter has been on the agenda
at the LCRA for about a year. A couple of people have
expressed an interest, however, Olson indicated that he
is the only one who has pursued it.
The City Administrator indicated that no one has
contacted the City on this matter.
Mr. Blesener introduced the following resolution and
moved its adoption:
RESOLUTION N0. 92-1-5 - APPROVING THE OPERATION OF THE
PIONEER PARK CONCESSION STAND BY JIM OLSON FOR A
TWO-YEAR PERIOD SUBJECT TO MR. OLSON ENTERING INTO A
CONTRACT WITH THE CITY, THE TERMS AND CONDITIONS OF
Page 3
