MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1992 <br />Scalze reported that whether the City contracts with <br />Roseville or hires it own full-time Director, <br />registration fees will be increased. <br />Scalze reported that LCRA also subsidizes the City's <br />recreation program through its fund-raising activities. <br />The LCRA raises about $9,000 annually through <br />fund-raisers, and has also been the recipient of <br />considerable charitable gambling monies which have been <br />used for program costs and subsidies to the City's <br />recreation capital program. <br />Scalze reported that at one time the City was receiving <br />approximately $400,000 in Local Government Aids. This <br />amount has been steadily reduced by the State over the <br />last few years, and the City now receives about <br />$65,000. Scalze pointed out that the State's financial <br />picture does not appear to have improved, and the City <br />is anticipating additional LGA cuts. As a result, the <br />City is looking at ways to cut costs, but still provide <br />the best service possible to its residents. Scalze <br />noted that one option is that the City may have to <br />depend more on user fees. <br />Scalze pointed out that the City does contract with <br />other entities for some services, such as Ramsey County <br />for snowplowing, and the Ramsey County Sheriff's <br />Department for police services. Recently, the City <br />investigated with Roseville and Maplewood the <br />possibility of contracting with those cities for police <br />protection services. However, it was determined that <br />the Ramsey County Sheriff's Department option was the <br />lowest cost. <br />Scalze pointed out that in the past three years the <br />City has done about 30 years worth of park land <br />acquisition and development of recreational facilities, <br />in addition to building a new fire station and putting <br />on an addition to City Hall as well as deciding to <br />retain the old fire station. These actions have <br />resulted in increased maintenance issues. <br />Scalze reported that the City Council appointed a <br />recreation committee to look at the options of hiring a <br />full-time Recreation Director, number of Assistant <br />Directors needed, as well as looking at contracting <br />with the City of Roseville for administration of the <br />City's recreation program. Representation on that <br />committee consisted of Bev Scalze, Council Member; Joel <br />Hanson, City Administrator; Gene DeLonais, Planning <br />Commission Chair; Ken Wehrle, Park Commission Chair; <br />and Steve Morelan, President of LCRA.
