MINUTES
CITY COUNCIL
JANUARY 8, 1992
still continued to pursue the matter with a dual
approach. That is, meeting with representatives from
Roseville, as well as advertising the full-time
position. Scalze reported that 100 applications have
been received for the position, and applications are
now being reviewed.
Scalze reported that the committee held two meetings
with representatives from Roseville, one on December
19th and the other on January 2nd. At the December
19th meeting a lot of questions and concerns were
raised. These questions and concerns were discussed at
the January 2nd meeting, to which the Board of LCRA was
invited. The committee looked at a preliminary concept
only, and not specific details. It is now up to the
two respective City Councils to decide if the option
warranted further study. Scalze reported that the
committee recommended by a 4 to 1 vote to look further
into the Roseville option with the possibility of a
Little Canada liaison person to serve in a limited
capacity.
Scalze pointed out that the option of contracting with
Roseville involved hiring Roseville to administer the
City's recreation programs just like any full-time
Director would do. Roseville indicated that the Little
Canada program would be run the same as it is today,
but with some expansion. Little Canada would
participate in the same leagues, teams would be picked
in the same way, there would be the same coaches, and
the same fields and arenas would be used. Little
Canada would have the same program that exists today.
There was discussion on either a 1 or 3 year contract,
and if the arrangement proved to not be mutually
beneficial, both parties have the option to dissolve
the contract and part as friends. There would be a
telephone line in Roseville that would be answered
"Little Canada Parks & Recreation". Calls would be
answered from 8 A.M, until 10 P.M. The administrative
staff of Roseville would report to the Little Canada
City Council, Park Commission and LCRA as required. No
non-resident fees would be charged for participation in
Roseville programs. Program fees will more accurately
reflect costs under either option.
Scalze pointed out that the concept is preliminary at
this point, and it was mentioned by Ken Wehrle that it
is the details of the proposal that will make or break
it.
Scalze listed the advantages/disadvantages under the
option of contracting with Roseville as follows:
Page 6
