MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1992 <br />The consensus of the Council was that the City <br />Administrator would be responsible for overseeing the <br />performance of this person and that clearly defined <br />goals and expectations should be developed in order <br />that performance can be monitored. <br />Further discussion occurred regarding candidates and <br />the nature of an offer including the salary. <br />Mr. Blesener made a motion to offer Jim Morelan a <br />full-time position as Parks & Recreation Director with <br />an annual salary of $32,000 with an increase after <br />completion of a six-month probationary period to <br />$34,000. This motion died for lack of a second. <br />Mr. Collova introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-1-43 - OFFERING JIM MORELAN A <br />FULL-TIME PARK AND RECREATION DIRECTOR POSITION <br />CONDITIONED THAT THE PARK AND RECREATION DIRECTOR NOT <br />ALSO SERVE AS A HEAD OR CHIEF OF ANOTHER CITY <br />DEPARTMENT OR SERVICE FUNDED IN WHOLE OR IN PART BY THE <br />CITY, AND FURTHER CONDITIONED THAT THE APPLICANT <br />SATISFACTORILY COMPLETE A PHYSICAL EXAMINATION, WITH <br />AN ANNUAL 5ALARY OF $30,000 TO BE EVALUATED AT ONE <br />YEAR WITH A NEGOTIATED INCREASE AT THAT TIME BASED ON <br />SATISFACTORY PERFORMANCE RELATIVE TO THE ACCOMPLISHMENT <br />OF PRE-ARRANGED GOALS AND EXPECTATIONS AS APPRAISED BY <br />THE CITY ADMINISTRATOR AND RECOMMENDED TO THE CITY <br />COUNCIL, AND IT IS FuRTHER UNDERSTOOD THAT UPON <br />SATISFACTORY PERFORMANCE AT THAT EVALUATION, SALARY <br />INCREASE WOULD BE A MINIMUM OF $1,000 PLUS A <br />COST-OF-LIVING ADJUSTMENT~ AND SHOULD JIM MORELAN <br />DECLINE THIS OFFER, THEN TAE POSITION SHOULD BE OFFERED <br />TO BARBARA ALLARD ON THE SAME BASIS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4j Collova, Scalze, Hanson, LaValle. <br />Nays (1) Blesener. <br />Resolution declared adopted. <br />Blesener noted that he was opposed due to the salary <br />offered the position. <br />COMPUTER LaValle noted that the City needed to obtain a computer <br />SYSTEM FOR system and appropriate software in order to enforce our <br />CHARITABLE charitable gambling ordinance. He recommended we <br />GAMBLING proceed with purchasing of the software package from <br />ENFORCEMENT the City of Minneapolis at a cost of $3,000, which <br /> includes 8 hours of training. This program is used to <br /> monitor the financial activities of gambling licensees. <br /> He also noted that the hardware needed to operate this <br /> system would cost $4,782 which includes an IBM 386 <br /> computer, monitor, DOS operating system, and D-Base IV. <br /> Page 3 <br />
