MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1992 <br />offer the top candidate. The advertised range was <br />$26,000 to $34,000. A$30,000 offer was favored by <br />Mayor Hanson and Council Members Collova, Scalze and <br />LaValle. A$32,000 salary was favored by Member <br />Blesener. Considerable discussion followed the basis <br />for their respective positions. <br />Scalze stated her concern that outside interests should <br />not interfere in the performance of this job. She <br />emphasized that one employee should not hold department <br />head level status over two or more departments or <br />entities whose funding is dependent upon the City. <br />This type of policy should be included in the revisions <br />presently being made to the City's personnel handbook. <br />She also detailed a number of expectations she would <br />have of the person filling this position. They include <br />the following: <br />*Program promotion; <br />*Increase in volunteer involvement; <br />*Policies for scheduling facility usage; <br />*Fee analysis for program charges; <br />*Determination of hiring practices consistent <br />with other departments within the City; <br />*No additional outside vouchers for services <br />performed in relation to duties with the <br />exception of reimbursement of appropriate <br />expenses such as meals and lodging consistent <br />with City policy; <br />*No more than one family member should be on the <br />City payroll; <br />*Purchasing practices should be implemented <br />consistent with those of other departments; <br />*Position openings should be advertised; <br />*Positive promotion of coaches' certification <br />program. <br />She also emphasized the need to develop other goals and <br />plans for the operation of the department through the <br />involvement of the City Administrator. Items here <br />included revision to the Park Commission Ordinance so <br />that no City employee or contractor is a member of this <br />board, formation of a Park & Recreation Commission, and <br />completion of budgetary transfers reflecting assignment <br />of maintenance personnel from Park & Rec to Public <br />Works. <br />Page 2 <br />
