MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1992 <br />LaValle stated that his biqgest concern is that Morelan <br />knows the situation up-front. LaValle again indicated <br />that at the budget meetings it was pointed out that the <br />Fire Chief works 20 to 40 hours per week as Fire Chief. <br />Morelan had resigned as part-time Park & Rec Director <br />because he felt he was working the equivalent of two <br />full time jobs. <br />Morelan stated that at the interview he indicated that <br />he was not interested in the Fire Chief's position, and <br />would just as soon stay out of it. However, Morelan <br />indicated that he did not understand that it was a <br />condition of employment. Morelan also indicated that <br />he did not see his holding a full-time City position as <br />well as the position of Fire Chief as a conflict of <br />interest. The only time there may be a perceived <br />conflict would be at budget time and Morelan felt that <br />he could be divorced from negotiating the Fire <br />Department budget with the City. Morelan stated that <br />he told the City Administrator at the time the job <br />offer was made that since this was not a condition of <br />employment and it was not a City policy, he would not <br />make the statement that he would never take the Fire <br />Chief~s position. <br />Scalze stated that Morelan has a different perception <br />of the interview than she had. Scalze stated that <br />there should not be any doubt in Morelan's mind of the <br />Council's position on this issue as was discussed at <br />the interview. Scalze stated that her mind has not <br />changed from the interview, and at that interview <br />Morelan agreed that he was not interested in the <br />position and agreed that it was not a good idea. <br />Morelan agreed that his perception was different. <br />Scalze stated that this is the purpose of tonight's <br />meeting to make it clear where the Council stands. <br />Morelan pointed out that in the past he has answered <br />fire calls during the day when they did not interfere <br />with his job duties. There have been times when <br />conflicts could have been created, but Morelan stated <br />that he was always aware of what his job was and that <br />it came first, and he had no problem making those <br />choices. <br />Scalze and Collova agreed. <br />Fahey pointed out that when he was Mayor he did not <br />participate in Relief Association negotiations because <br />he wanted to avoid any conflicts. Fahey stated that <br />Morelan, if he served as Fire Chief, did not have to be <br />Page 11 <br />
