MINUTES
CITY COUNCIL
FEBRUARY 10, 1992
fire and police protection as well as school athletic
programs. Cylkowski felt that these were the biggest
political threats that are made.
Scalze asked if there was no one else within the Fire
Department who could be groomed for the Fire Chief
position.
Morelan stated that he has the perception that the
Council feels that it would be a detriment to have any
member of the Fire Department working as a City
employee.
Scalze stated that that was not true.
Morelan asked if the Council felt it was a benefit to
the City to have a fire fighter on the payroll.
Morelan stated that he saw this as a benefit.
Collova stated that personally he thought it was great.
Morelan stated that other cities felt this way.
Hanson stated that he had no concern with it as long as
it was not a pre-requisite of employment.
Morelan stated that that was not in the offing.
Morelan repeated what he stated earlier that he can
easily divorce himself from the two positions so that
there will be no conflict of interest created. Morelan
stated that his job would come first no matter what
organization he belonged to. Morelan stated that he
has this ability and believes he has shown it in the
past.
Hanson asked if Morelan wanted to be Fire Chief in the
future.
Morelan stated that at this time he did not, but could
not predict how he would feel in the future.
Steve Morelan pointed out that the next Council could
view the situation differently.
Aanson stated that he was in favor of adopting the
policy and letting the chips fall where they may. In
that way the Council's position is clear.
Steve Morelan stated that he is still unclear as to why
the Council feels this policy is necessary.
LaValle asked if this policy were adopted a year from
now, if existing employees would be subject to it.
Page 14
