MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1992 <br />relayed this information back to the Council, it was <br />their perception that the employment offer was <br />conditioned that Morelan not serve as Fire Chief in the <br />future. <br />Morelan stated that he accepted the position of <br />full-time Park and Rec Director subject to his <br />completion of a satisfactory physical. <br />The Administrator suggested that subject to the <br />decision of the Council, Morelan may want to reflect on <br />his acceptance of the employment offer. <br />Fahey felt that adoption of the dual department head <br />policy would result in a tremendous amount of <br />leadership for the Fire Department. <br />Scalze asked if there was no one else within the Fire <br />Department who could serve as Chief if the present <br />Chief retires. <br />Fahey stated that when the Fire Department is at a fire <br />and it is a life and death situation, the Department <br />needs an individual who can make good decisions. Fahey <br />stated that there are members who would not make a good <br />Chief. Fahey felt that if in two or three years the <br />present Chief retires, Jim Morelan should have the <br />opportunity to fill that position if that is the <br />decision of the Fire Department. <br />Aanson pointed out that no Council can bind a future <br />Council. Hanson asked the process for moving through <br />the ranks of the Fire Department. <br />Fahey replied that typically captains are moved up to <br />assistant chiefs, however, the process is by election. <br />Cylkowski questioned how adoption of the policy would <br />cause the Fire Department to lose leadership. <br />Cylkowski stated that Morelan could continue to serve <br />as assistant chief, and asked if Morelan was the only <br />one who could serve as Fire Chief in the future. <br />Cylkowski asked if Morelan was the savior to the <br />community, and suggested that if that is the case he <br />should serve as mayor also. <br />Fahey pointed out that the biggest concern is having a <br />Chief that is available to respond to day-time fires. <br />If that is not possible by promotinq through the ranks, <br />then the Fire Department will be forced to demand that <br />the City hire a full-time Chief. <br />Cylkowski stated that there are always threats about <br />Page 13 <br />
