MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1992 <br />Hanson pointed out that in the workshop meeting the <br />City had with the Fire Department at the Fire Station, <br />Mike Fahey pointed out to the Council how much time the <br />Fire Chief must devote to his duties. Hanson stated <br />that his concern was with a full-time City employee <br />having to devote so much time to another position. <br />Graczyk pointed out that private business allows <br />employees to devote time to volunteer fire departments, <br />why not the City. <br />Scalze pointed out that the discussion deals with a <br />full-time employee holding a dual department head <br />status. Scalze stated that she did not believe one <br />person should be the head of two City, taxpayer-funded <br />departments. Scalze believed that that was too much <br />of a job for one person. <br />Hanson pointed out that Graczyk is self-employed, <br />therefore, does not have to rely on an employer to <br />allow him time off to spend time at his Fire Chief <br />position. <br />Scalze felt the key here was City personnel in charge <br />of two different City-funded departments. <br />Hanson stated that he could see the issue coming up at <br />budqet time, with a full-time employee representing the <br />contract of the Fire Department. Hanson suggested that <br />this could present a conflict of interest. <br />LaValle asked if Morelan has changed his position on <br />this issue from that which was represented at the <br />interview. <br />Morelan stated that at the interview he mentioned that <br />the Fire Chief position was a job he would like to stay <br />out of and that he had no aspirations to that position. <br />Collova stated that the purpose of this meeting is to <br />clear the air for the future. Collova pointed out that <br />it is the Council's feeling that an employee should not <br />hold dual department head status, and also commented on <br />the discussion at budget time about the amount of time <br />the Fire Chief must dedicate to his position. Collova <br />commented that a full-time Park & Rec Director who <br />would also hold the position of Fire Chief would be <br />holding almost two full-time jobs. Collova stated that <br />if Morelan was not employed by the City and was offered <br />the position of Fire Chief, he would have to approach <br />his full-time employer to discuss the matter and time <br />involved in performing the duties of Fire Chief. <br />Collova stated that the City is saying that it does not <br />want a full-time employee holding dual department head <br />status. <br />Page 3 <br />
