MINUTES <br />CITY COUNCIL <br />FEBRUARY 10~ 1992 <br />offer. The Administrator reviewed his memo dated <br />January 28th which outlines the goals for the position <br />as well as the specific offer. The Administrator noted <br />that one of the goals as listed in the memo asks that <br />Morelan consider some affirmative statement as to how <br />his future involvement with the Fire Department will <br />relate to your role as a full-time City employee. In <br />discussing this matter with Morelan, the Administrator <br />reported that Morelan expressed concern in making such <br />a definitive statement. The Administrator reported <br />that he then discussed this with some of the members of <br />the Council, who indicated their feeling that it was a <br />condition of employment that Morelan not serve as Fire <br />Chief in the future. As a result, tonight's special <br />meeting was called. <br />Scalze reported that it was clear to both her and Mayor <br />Hanson that Morelan agreed at the interview that he <br />would not be Fire Chief if that is what the Council <br />wanted. Since that interview, there has also been <br />discussion about including in the City's personnel <br />policy a provision that no full-time employee can serve <br />as multiple department heads. Scalze stated that she <br />did not believe an employee serving in a dual <br />department head status was a good idea for the City if <br />those departments are of a City-funded entity. <br />Collova agreed. Collova stated that it was his <br />recollection that at the interview meeting Morelan <br />indicated that his full-time job would come first. <br />Collova stated that he did not remember discussion that <br />Morelan would not be Fire Chief. However, after <br />thinking about the matter, Collova stated that he would <br />not want to see any full-time employee in a dual <br />department head status. <br />LaValle pointed out that acceptance of the full-time <br />Park and Recreation Director position is a big career <br />change for Morelan. LaValle stated that he wanted both <br />the City and Morelan to have a clear understanding of <br />the situation before Morelan made that career change. <br />Graczyk asked if the City had a problem with Morelan <br />continuing as Assistant Chief. <br />Collova replied that he saw no problem with that. <br />Page 2 <br />
