MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1992 <br />Scalze felt from an accountability standpoint it was <br />better for the City not to have an employee as a dual <br />department head. <br />LaValle pointed out that the City is not saying that <br />Morelan must resign from the Fire Department. However, <br />the Council wants to make sure that everyone <br />understands that it does not want full-time employees <br />serving in a dual department head status. LaValle <br />pointed out that 5 years ago when he was elected as <br />Council Member, then Mayor Mike Fahey was adamant that <br />he no longer serve in the Little Canada patrol car, <br />even though he had for the past three years. LaValle <br />reported that Mayor Fahey met with Commander Bergeron <br />of the Sheriff's Department and requested that he no <br />longer patrol in Little Canada. LaValle pointed out, <br />therefore, that this policy is really not something <br />that is new since it applied to him five years ago. <br />LaValle reported that the City Administrator is in the <br />process of updating the City's personnel ordinance, and <br />the dual department head status is just one of the <br />areas being addressed. <br />Hanson pointed out a worst case scenario where the <br />Parks & Recreation Director, who also served as Fire <br />Chief, was incapacitated. The City would then be faced <br />with replacing two department head positions. <br />Greg Cylkowski reported that he was present this <br />evening as a taxpayer, former personnel director, and <br />someone who made his living in the sports field. <br />Cylkowski reported that when he looks at the matter he <br />feels there were too many holes and questions and that <br />the entire process smelled fishy. Cylkowski questioned <br />a person saying in conversation that he will not be <br />Fire Chief, and now it appears that he is being primed <br />for the Fire Chief position. Cylkowski felt it a <br />definite conflict of interest in a full-time City <br />employee also serving as Fire Chief. Cylkowski stated <br />that he supported the Little Canada firemen, however, <br />stated that it appears that the power structure in <br />Little Canada belongs to the Fire Department. <br />Cylkowski pointed out that it was firemen who pushed <br />very hard for a full-time Parks & Recreation Director. <br />It was also firemen who recently pushed for additional <br />compensation. Cylkowski stated that the averaqe person <br />in Little Canada now thinks that firemen own the power <br />in the City. <br />Cylkowski questioned a 48-year old man giving up one <br />career for another. Cylkowski reported that initial <br />reports he heard was that the salary for the full-time <br />Parks & Rec Director would be $41,000, then there was <br />discussion of a salary of $34,0000.
