Cylkowski questioned this backwards move in <br />salary, and was concerned about the subsidizing of that <br />salary. Cylkowski felt there was something very wrong <br />in this situation. <br />Cylkowski reported that the City of 5t. Paul now funds <br />its own recreation programs. Cylkowski also stated <br />that park and rec director positions are very cherished <br />due to the opportunities for residuals. Cylkowski <br />stated that the park and rec director position has been <br />used for personal gain in other cities. Cylkowski <br />commented on the opportunity for personal gain through <br />the bidding process, purchasing, and allocation of paid <br />umpirinq positions. Cylkowski stated that he is aware <br />that the City Administrator would stay on top of this <br />situation, and indicated that he would stay in contact <br />with the City Administrator. <br />Cylkowski again stated that Little Canada residents are <br />saying that the firemen own Little Canada, with <br />Cylkowski pointing out that every issue before the City <br />is firemen-dominated. <br />Cylkowski again questioned Morelan's motivation in <br />accepting the Park & Rec Director position at a salary <br />of $30,000, and stated that he knows how these <br />positions can be subsidized. Cylkowski agreed that no <br />City employee should hold two department head positions <br />within the City. Cylkowski questioned who will get the <br />paid umpirinq positions within the City and who will <br />get the part-time positions. Cylkowski stated that he <br />saw no reason why Morelan should not continue as a <br />volunteer fireman, but did not believe Morelan should <br />ever be Fire Chief if he is a£ull-time City employee. <br />Dick Boss stated that it was he and not the Fire <br />Department that sent out flyers urging the City not to <br />contract with Roseville for recreation services and to <br />hire Jim Morelan as a full-time Parks & Rec Director. <br />Boss stated that he did this on his own as an <br />interested citizen. <br />Cylkowski stated that the perception is that this came <br />from the Fire Department. <br />Boss indicated that he would use the media to <br />straiqhten out this misconception. <br />Mike Fahey stated that he did not understand the <br />motivation for the policy that employees could not <br />serve in a dual department head status.
