MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1992 <br />Council has not discussed the concerns raised about <br />Bruce by Fahey. <br />The Administrator reported that Bruce is currently <br />working as a checker at the bingo hall. The policy <br />being considered by the Council for adoption prevents <br />employees from receiving compensation from outside <br />organizations without disclosure. Therefore, if an <br />employee is going to hold another job, disclosure would <br />be required. <br />The Administrator responded to earlier comments about <br />the Fire Department, and pointed out that in the budget <br />negotiations, the Fire Department did not receive the <br />level of funding that they wanted. There were <br />reductions of $10,000 in relief benefits, $4,000 in the <br />operating budget as well as eliminated contingency <br />funds and reduction in the capital improvement budget. <br />Cylkowski replied that there needs to be an educational <br />process to ward off the perception in the street. <br />The Administrator aqreed that this could be done and <br />perhaps was.not because the issue was a sensitive one. <br />The Administrator also pointed out that the City had no <br />control over what the media chose to report even though <br />they were supplied with all the information. <br />The Administrator also responded to comments about the <br />process, pointing out that the City is not a part of <br />corporate America, but rather a public entity. The <br />Administrator reported that it is his job to see that <br />the process goes smoothly, but pointed out that it was <br />not a win/win situation. There will be people upset no <br />matter what decisions have been made by the Council. <br />The Administrator reported that it is Jim Morelan who <br />must make a decision on the $30,000 salary offer. That <br />salary was offered based on the market with the other <br />candidates for the position. The Administrator <br />reported that the City is very tough on purchasing, and <br />does a good job to make sure the taxpayers get the best <br />price. The Administrator stated that accountability is <br />the name of the game. <br />Graczyk stated that he is here this evening because he <br />has a concern about the policy-making that is being <br />considered and is looking a step further beyond this <br />policy to the possibility of the City prohibiting any <br />employee from being a fire fighter. <br />LaValle reported that there is no policy, nor is the <br />Council considering one, that would prohibit a City <br />Page 9 <br />
