MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1992 <br />Collova pointed out that Morelan resigned from his <br />part-time parks and rec position because he no longer <br />wished to work two jobs. Collova also pointed out that <br />at budget time the Fire Department informed the Council <br />of all the time the Fire Chief must devote to the job. <br />LaValle also pointed out that it was his understanding <br />from the interview, that Morelan was not interested in <br />the Fire Chief position and that he wanted to get away <br />from working two full-time jobs. LaValle stated that <br />the Council wants to act on this policy now so that in <br />the future there are no surprises. The policy will be <br />put into effect in a revised personnel handbook. <br />LaValle stated that the proposed policy is not a result <br />of sour grapes on anyone's part. <br />Fahey pointed out that a future Council may disagree <br />with the policy. <br />LaValle pointed out that there could be problems with <br />Morelan serving in a dual department head status, <br />especially at budget time when he would be negotiating <br />for the budgets for two different departments. LaValle <br />pointed out that Morelan would want to be loyal to both <br />departments, and it could be a very difficult <br />situation. LaValle again pointed out the situation <br />when he was elected and Fahey was adamant that he not <br />continue to patrol Little Canada because Fahey felt it <br />would be a conflict of interest. <br />Fahey stated that his concern in that situation was <br />that LaValle could have used his position to impaot <br />voting. <br />LaValle pointed out that at the time Fahey brought up <br />the issue the election was over. LaValle pointed out <br />that Morelan's decision to make a career change is a <br />big one, and also pointed out that Morelan said at the <br />interview that he was not interested in the Chief's <br />position, but now he is saying that he might be <br />interested. <br />Fahey asked if the focus was only on the dual <br />department head policy. <br />Scalze replied that the Council has discussed Morelan <br />being a voting member of the Park Commission in <br />addition to Park & Rec Director. Scalze pointed out <br />that the job description for the position requires <br />Morelan to attend Park Commission meetings and provide <br />input as a City employee. Scalze stated that this <br />would be part of his job as an employee, not as a <br />member of a citizen commission. Scalze stated that the <br />Page 8 <br />
