MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 1992 <br />State indicated that security could not be paid for <br />with gambling funds. However, Tom Anzelc of the <br />Gamblinq Board at the time met with representatives of <br />the bingo hall and suggested that security be <br />non-uniformed and put on the payroll as "checkers". <br />However, he would not put this in writing. <br />Scalze pointed out that the State is now allowing <br />security as a lawful expense, but asked if the City <br />wanted this requirement to continue. <br />Blomberg reported that it was her opinion that security <br />is necessary at the bingo hall, pointing out that the <br />operation is entirely cash and they are not allowed to <br />accept checks. <br />Collova asked if the charities felt that an armed guard <br />was necessary. <br />Blomberg replied that St. Joe's feels that security is <br />definitely needed. <br />Scalze asked if the Council felt that security should <br />continue as a requirement of the PUD. Scalze asked if <br />Council recollection was that armed security was <br />necessary. <br />Blesener suggested that a little more research be done <br />on the matter. Blesener felt that some security was <br />needed, however, he was not sure that armed security <br />was necessary. <br />LaValle pointed out that as part of the State's audit <br />of the charities operating at the bingo hall, these <br />charities were penalized a large amount of money <br />because the City mandated that the charities have <br />security prior to the revision of the Law in 1991. <br />Before that time, security costs were not considered <br />lawful expenditures by the State. <br />Scalze suggested that the matter be researched more. <br />It was the consensus of the Council to reschedule <br />discussion of this matter for the first meeting in <br />April, and that the charities be notified of this <br />scheduled discussion. <br />OFF-SALE Council reviewed the request of off-sale liquor stores <br />LIQUOR SALES to be open on the Fourth of July this year. Council <br />FOURTH OF noted that the surrounding cities allow their off-sale <br />JULY stores to be open on the Fourth of July, and it was the <br />consensus of the Council to amend the ordinance <br />accordingly. <br />Page 10 <br />
