MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 1992 <br />The foregoing ordinance was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Collova, Scalze. <br />Nays (o). <br />Ordinance declared adopted. <br />PARK Scalze reported that she has asked staff to contact <br />CoMMISSION cities that were used recently to compare costs, and <br />ask for copies of their ordinances establishing their <br />Park & Recreation Commissions. Scalze asked how the <br />Council wanted to approach the issue of a Park & <br />Recreation Commission versus Park Commission. <br />LaValle suggested that the ordinances be reviewed and a <br />recommendation presented to the Council for <br />consideration. <br />Scalze suggested that she, the Park Commission Chair, <br />Park & Recreation Director, and City Administrator <br />could review these ordinances and prepare a <br />recommendation. Scalze noted, however, that the Park <br />Commission Chair feels that any recommendation to <br />expand the duties of the Park Commission should come <br />from the City Council. <br />Blesener felt that the ordi»ances should be reviewed <br />and a recommendation prepared. At that point a <br />workshop should be held with the Council, Park <br />Commission and representatives of the LCRA. <br />Scalze noted that the final decision would rest with <br />the City Council, and she felt that the City needed to <br />be decisive on this issue and fit into what is <br />happening with north suburban cities. <br />Collova agreed that the ordinance information should be <br />reviewed and a recommendation prepared for the Council <br />with a workshop scheduled to discuss that <br />recommendation. <br />Scalze stated that she would like to see a framework <br />developed and then a Council workshop scheduled to <br />discuss the framework. Scalze agreed that other <br />interested parties should be invited to attend the <br />workshop. <br />It was the consensus of the Council that staff should <br />schedule a workshop to discuss the expansion of duties <br />of the Park Commission, once ordinance information has <br />been reviewed and a recommendation prepared. Council <br />felt the workshop should be scheduled for 6 P.M. prior <br />to a regular City Council meeting. <br />Page 19 <br />
