MINUTES <br />CITY COUNCIL <br />MARCH 25, 1992 <br />Scalze pointed out that the proposal would result in <br />more of a user fee. <br />Hanson asked about vacancy rates at apartment <br />complexes. <br />The Administrator suggested that the vacancy rate is <br />built into the water usage at this time. <br />LaValle pointed out that the proposed increase will <br />more than double what the Garden Terrace Apartment <br />complex will pay for sewer. <br />Blesener felt that the proposal was the most equitable <br />way to go. <br />Scalze asked about apartment complexes that have <br />swimming pools. <br />The Administrator thought that when pools are filled <br />the apartment complexes used a separate meter to keep <br />track of the amount of water usaqe. The Administrator <br />also suggested that most outside irrigation systems <br />were on separate metering systems. <br />Blesener pointed out that the 70% rate recommended by <br />staff would put the City at having the second lowest <br />rate of the neighboring cities. <br />Scalze asked why the increase to Garden Terrace is so <br />high. <br />The Administrator suggested that it may be the make-up <br />of the tenants in the building. The Administrator <br />indicated that a senior citizen in a single-family home <br />averages less water usage than a family. <br />Blesener pointed out that mobilehome units are charged <br />the full residential rate. <br />LaValle pointed out that senior citizens do get a <br />discount. LaValle stated that he does not understand <br />the proposal fully, therefore, could not support it at <br />this time. <br />Blesener felt the proposal was the most equitable way <br />to go. Blesener suggested that perhaps the City could <br />address the situation with Garden Terrace through a <br />senior citizen discount of some sort. <br />LaValle felt the matter should be tabled at this time <br />and looked into further. <br />The City Administrator requested that the matter be <br />Page 14 <br />
