MINUTES <br />CITY COUNCIL <br />MARCH 25, 1992 <br />acted upon before the end of the quarter since the next <br />billinqs will be going out shortly after. <br />Blesener and Collova indicated that they were ready to <br />act on the matter. Scalze stated that while she <br />struggles with the matter since she did not fully <br />understand it, she would accept the recommendation of <br />the City Administrator. Scalze noted the rates being <br />charged by the surrounding cities exceed this proposal <br />with the exception of one city. <br />LaValle aqain questioned the increase to the Garden <br />Terrace Apartments. <br />The Administrator stated that the only reply to that is <br />that the system is currently inequitable. <br />Blesener pointed out that the auditor found <br />inconsistencies in the billing system and the City must <br />bill sewer charges in a more equitable manner than was <br />done before. <br />LaValle questioned whether seniors were being penalized <br />for not using much water. <br />The Administrator pointed out that a Garden Terrace <br />unit is currently charged $9.95 per quarter for sewer, <br />while a single-family home is charged $34. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-3-106 - ADOPTING THE RECOMMENDATION <br />OF CITY STAFF WITH REGARD TO SEWER RATES, RETAINING THE <br />RESIDENTIAL SEWER RATE AT $34 PER QUARTER, WITH <br />APARTMENT UNITS PAYING 70% OF THE RESIDENTIAL RATE AND <br />ADOPTING A COMMERCIAL SEWER RATE OF $1.85 PER TAOUSAND <br />GALLONS <br />The foreqoing resolution was duly seconded by Collova. <br />Ayes (4) Blesener, Collova, Scalze, Hanson. <br />Nays (1) LaValle. <br />Resolution declared adopted. <br />BUILDING/ LaValle asked the status of the two dilapidated <br />ZONING structures on Rice Street. <br />The City Administrator reported that the City <br />Attorney's office is working on this matter and <br />following the procedures necessary to get these <br />structures removed. <br />Page 15 <br />
