MINUTES <br />CITY COUNCIL <br />MARCH 25, 1992 <br />Mr. Richard Sykes, property owner of 319 Savage Lane, <br />appeared before the Council reporting his desire to <br />divide his property into two lots. Sykes reported that <br />the newly created lot would meet or exceed all City <br />Code requirements. The other lot, on which the <br />existing house would be located, meets or exceeds all <br />Code requirements except for minimum lot width. Sykes <br />pointed out that the eastern lot is pie-shaped in <br />nature and that the street in front of this lot <br />curves. Sykes referred to the diagram of his proposal, <br />and pointed out that the width of the lot where the <br />house is located is 75 feet. However, at the 30-foot <br />setback line, the lot width does not meet the minimum <br />75-foot width. The garage/living room combination that <br />sits in front of the rest of the structure is at the <br />30-foot setback line, and the width of the lot at that <br />point is 68 feet. <br />Sykes reported that the purpose of the ordinance <br />requiring the 75-foot width at the 30-foot setback line <br />is to prevent overcrowding of homes, protect aesthetics <br />and public health. Sykes reported that he was <br />agreeable to a condition of the variance that any home <br />that might replace the existing house would have to <br />meet or exceed Code requirements and be subject to a 40 <br />foot front yard setback. <br />Blesener asked the setback of the existing house. <br />The Planner replied that the garage setback is 42 feet <br />from the right-of-way line, which is consistent with <br />the setback of other existing homes in the <br />neighborhood. <br />Blesener pointed out that there is a lot of room <br />between the Sykes house and the house to the east. <br />Blesener asked if there was room for an additional lot <br />between these two houses. <br />Mr. Sykes did not believe so and thought the lot that <br />he was requesting approval for would be the last lot <br />that could be split on his side of the street. There <br />is vacant property on the other side of the street, <br />however. <br />Hanson asked if the variance and new lot would detract <br />from property values. <br />Page 2 <br />
