MINUTES <br />CITY COUNCIL <br />March 25, 1992 <br />Scalze pointed out that the Council has discussed <br />hiring a part-time consultant to oversee the City's <br />gambling regulation program. <br />Blesener reported that the Council still has to <br />determine how deep it wants to get into the regulation <br />and monitoring of charitable gambling. <br />The Administrator stated that he is not sure there is <br />the need to hire additional staff. However, the City <br />has yet to get and evaluate the regulation program from <br />the City of Minneapolis. <br />Fahey reported that the audit the State Gambling Board <br />put the Fire Department through was ridiculous pointing <br />out that the Fire Department is being fined for reports <br />that the City failed to file. <br />The Administrator replied that filing of the reports <br />are the responsibility of the charities, however, the <br />forms need to be signed by the City. It is the <br />charities that must supply and process the forms. <br />Boss reported that the 3% tax off net profit is a lot <br />of money. <br />Fahey reported that there are not many people in the <br />Fire Department willinq to administer the gambling <br />operation, and suggested that the Department's gambling <br />operation could be easily driven out of business and <br />should not be over-regulated. <br />Blesener pointed out that the City has up-front costs <br />that must be covered. Blesener estimated that within a <br />few months the City will be able to determine the <br />amount of staff time and expense necessary to regulate <br />charitable gambling. <br />Boss estimated that the Fire Department could be <br />$40,000 short of the final payment due for the new fire <br />truck. Total cost of the truck is $369,000. The first <br />payment of $109,000 has been made, $87,000 is due in <br />April, and a final payment of $173,000 is due in <br />August. <br />Graczyk reported that, if necessary, the Department <br />could take out a five-year loan for the shortfall. The <br />Fire Department is also anticipating the sale of one of <br />its trucks to assist in the purchase of the new truck. <br />That truck is currently being advertised, and the <br />Administrator suggested that an ad be placed in the <br />League of Minnesota Cities Magazine. <br />Page 5 <br />
