MINUTES <br />CITY COUNCIL <br />APRIL 8, 1992 <br />children's-sized sweatshirts can be ordered at Video <br />World and City Center. These items are being sold as <br />part of the Canadian Days Committee's fund-raising <br />activities to help underwrite the cost of the annual <br />Canadian Days Celebration. <br />Blesener reported that currently the City provides <br />recycling bins at the City Garage site. The recycler <br />has reported that after the last pick-up, their staff <br />spent two hours sorting tires, batteries, and asphalt <br />from the recycling. The recycler has informed the City <br />that if this abuse is not eliminated, the City will <br />have to pay for the pick-up. Another option would be <br />for the City to eliminate the recycling bins. <br />CUP FOR The Mayor opened the continuation of Public Hearing to <br />USED CAR consider the application submitted by Joseph Eich for <br />SALES OFFICE a Conditional Use Permit to operate a used car sales <br />3150 SPRUCE office at 3150 Spruce Street. <br />Mr. Joe Eich appeared before the Council and reported <br />that he has been in the car business for many years. <br />The main portion of his business involves the wholesale <br />of used cars, however, he does have some people who <br />contact him regarding retail sales. Mr. Eich explained <br />that his business would not involve walk-in traffic. <br />Al1 repairs of vehicles are sent out to be done, and <br />are not done on the premises, other than some minor <br />cleaning of vehicles. <br />Eich also reported that he has been cleaning up the <br />property at 3150 Spruce Street. There was previously a <br />landscape business in this location, and there are some <br />materials left over from this business that he is <br />removing. <br />Scalze pointed out that there are many cars in the <br />storage area at 3150 Spruce Street, and noted the <br />Planning Commission's recommendation that any approval <br />be subject to no storage of junk vehicles. The Planner <br />has defined junk vehicles as inoperable or unlicensed <br />vehicles. <br />Eich reported that he has one older car at the site <br />which he is storing for his daughter. The other cars <br />belong to his business, and these cars come and go <br />Page 2 <br />
