MINUTES <br />CITY COUNCIL <br />APRIL 8, 1992 <br />constantly. Eich reported that he does not want junk <br />cars. The vehicles that he has are licensed and <br />operable; however, may need some minor work like a tire <br />change. All major work is sent out, and Eich reported <br />that his business is not set up to do repair work. <br />Blesener reported that the City has had similar <br />requests in the past, however, these businesses dealt <br />with newer vehicles. <br />Eich reported that he does deal with older vehicles, <br />but again stated that these vehicles are operable. <br />LaValle noted that the owner of the property, Mr. Clete <br />Bussie, operates one of the cleanest sites in Ryan <br />Industrial Park. LaValle felt that if there was a <br />problem with Mr. Eich's business, Mr. Bussie would <br />address it before the City ever became aware of it. <br />There was no one present from the general public <br />wisriing to comment on this matter. <br />Upon motion by Blesener, seconded by LaValle, the <br />public hearing was closed. <br />Scalze noted that conditional use permits run with the <br />land, and suggested that the conditions of the permit <br />be spelled out. <br />Hanson asked if any type of City license was required. <br />The City Administrator noted that the City licenses <br />filling stations and auto repair businesses, and was <br />not sure if a City license was necessary in this <br />instance. <br />Scalze suggested that the City's used car sale <br />ordinance may require a minimum separation between used <br />car sales businesses. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-4-115 - APPROVING A CONDITIONAL USE <br />PERMIT FOR MR. JOSEPH EICH TO OPERATE A USED CAR SALES <br />OFFICE AT 3150 SPRUCE STREET SUBJECT TO THE <br />RECOMMENDATIONS OF THE CITY PLANNER AS CONTAINED IN HIS <br />REPORT DATED MARCH 9, 1992, SUBJECT TO THE <br />RECOMMENDATION OF THE PLANNING COMMISSION TAAT THERE BE <br />NO JUNK VEHICLES AT THE LOCATION, AND SUBJECT TO THE <br />DETERMINATION BY THE CITY ADMINISTRATOR AND CITY <br />PLANNER THAT THE BUSINESS WOULD MEET THE REQUIREMENTS <br />OF THE CITY'S USED CAR SALES ORDINANCE, IF APPLICABLE <br />Page 3 <br />
