The Planner reported that he <br />has reviewed the site plan, a general outline of <br />landscaping, as well as detailed grading and drainage <br />plans. The Planner felt the plans submitted thus far <br />were acceptable for final PUD approval. <br />Blesener pointed out on the site plan that there is <br />access provided from one parking lot to the other along <br />the northern portion of the lots. <br />The Planner replied that this was correct, and also <br />pointed out that there is circulation around the <br />building that provides additional access between the <br />two parking lots. The Planner reported that he felt <br />that due to the overlap in employee shifts it might be <br />beneficial to provide another access between the two <br />lots. However, this additional access might result in <br />a loss of wetland area which is critical in order for <br />the development to meet Watershed standards. <br />Blesener pointed out that the site is a manufacturing <br />site rather than retail. Blesener felt there was a <br />tendency of employees to park in nearly the same <br />parking spot every day, and did not anticipate any <br />major problems without the connection that has been <br />recommended by the Planner. <br />Scalze asked if the City has seen a plan for tree <br />replacement. <br />The Planner replied that St. Jude has identified areas <br />that will remain natural as well as areas where <br />replacement will occur. Detailed plans will be <br />reviewed later. <br />There was no one from the audience wishing to comment <br />on these matters. <br />Upon motion by LaValle, seconded by Scalze, the public <br />hearings were closed. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-4-131 - APPROVING THE MODIFIED <br />DEVELOPMENT PROGRAM RELATING TO DEVELOPMENT DISTRICT <br />N0. l, AND APPROVING THE MODIFIED TAX INCREMENT <br />FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. <br />4 <br />The foreqoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Collova, Scalze, Hanson. <br />Nays (0).
