MINUTES <br />CITY COUNCIL <br />APRIL 22, 1992 <br />O'Connell reported that his reasons for requesting the <br />auto dealer license are not only so he doesn't have to <br />pay sales tax, but also so that he can take advantage <br />of dealer incentives when buying his loaner cars. <br />O'Connell pointed out that he does not need a dealer's <br />license in order to have loaner and courtesy vehicles. <br />0'Connell stated that he wanted to work with the City <br />and run a good business that does not require <br />policing. O'Connell reported that he is willing to do <br />whatever the City requests as long as it is reasonable. <br />O'Connell reported that it will be necessary for him to <br />sell his loaner vehicles when they need to be replaced, <br />and he does not intend to hang banners and balloons <br />from the building. 0'Connell pointed out that he has <br />an auto repair shop and does not intend to convert it <br />into a car sales lot. <br />Hanson reported that he has been contacted by a <br />property owner to the north who is concerned that the <br />property not be turned into a used car sales lot. <br />Blesener felt that the CUP should be conditioned for <br />strictly customer courtesy and loaner cars, and that <br />there be a maximum of 15 of these vehicles allowed. <br />Blesener also suggested that no unlicensed or <br />inoperable vehicles be allowed on the premises. <br />O'Connell pointed out that some vehicles he gets in for <br />repairs are not operational. <br />Blesener stated that his intent was that there not be <br />loaner cars sitting on the premises that are no longer <br />needed. <br />O'Connell reported that he intends to buy newer cars <br />for this program, and when the cars reach a certain <br />mileage, he will sell them for an attractive price. <br />Blesener stated that he would eliminate the condition <br />about unlicensed or inoperable vehicles. Blesener <br />stated that he did not want to see outdoor display of <br />retail auto sales. <br />O~Connell pointed out that anyone else in the City is <br />allowed to have a car in their driveway with a for sale <br />sign in the window. <br />Blesener stated that this was one of his main concerns, <br />and he would not vote in favor of the proposal unless <br />this was a condition of the approval. <br />O'Connell suggested a limit on the number of vehicles <br />he could have for sale at one time. O'Connell pointed <br />out that without the dealer's license he would be able <br />to put a car for sale on his property. <br />Page 7 <br />
