MINUTES <br />CITY COUNCIL <br />APRIL 22, 1992 <br />Blesener suggested that the proposal be kept clean and <br />not get into used car sales. <br />Hanson pointed out that it was the intent of the <br />Planning Commission that the business not become a used <br />oar sales lot. Aanson asked if O'Connell could live <br />with a limitation of one vehicle beinq displayed for <br />sale. <br />O'Connell replied that he doesn't need to display any <br />vehicles, but does not feel such a limitation would be <br />unfair treatment. <br />Blesener suggested that perhaps O'Connell could work <br />with a used car sales lot to turn these vehicles over. <br />O'Connell stated that his plan was not to turn into a <br />used car dealership, but to continue his existing <br />business. <br />Blesener stated that he did not want to get into a <br />hassle in six months when there are 4 or 5 vehicles <br />displayed for sale and property owners in the area are <br />complaining. Blesener wanted to get a clear <br />understanding on the part of the City and O'Connell <br />now. Blesener pointed out that the purpose of the <br />application is not to become a used car sales lot, but <br />for a loaner vehicle program. When the time comes to <br />turn the loaner vehicles over, Blesener again suggested <br />that O'Connell make arrangements with a dealership to <br />get rid of the vehicles. <br />Additional conditions that Blesener stated he wanted to <br />see were that loaner vehicles are kept within the <br />fenced-in lot when not being used; that O'Connell <br />submit a plan for Public Works' approval regarding <br />employee off-street parking and snow plowing <br />procedures; and that failure to comply with this plan <br />could result in revocation of the Conditional Use <br />Permit. <br />Scalze also felt that landscaping should be required <br />similar to what was required for the property to the <br />north. Scalze pointed out that this is an important <br />corner in the City. Scalze also pointed out the City's <br />efforts to make some modifications in Ryan Industrial <br />Park in an attempt to upgrade the area. <br />There was no one from the qeneral public present <br />wishing to comment on this matter. <br />Upon motion by Blesener, seconded by LaValle, the <br />public hearing was closed. <br />Page 9 <br />
