MINUTES <br />CITY COUNCIL <br />MAY 13, 1992 <br />McBride pointed out that Minnesota is a free-work <br />state, that is, either union or non-union labor can be <br />used on a project as long as workers are not paid under <br />minimum waqe. McBride reported that he has bid the <br />work at 34 East Little Canada Road at a fair rate and <br />has the documentation to prove it. McBride stated that <br />he did not know that it was anyone's business how much <br />he decided to make on a job as long as that job is <br />completed according to Code. <br />The City Administrator reported that the issue is the <br />true value of the work. <br />McBride pointed out that there is nothing in the Code <br />books that states what remodeling work should cost. <br />Collova replied that the Building Inspector wants <br />mechanical work to meet minimum new Code standards. <br />Collova stated that from his experience, there is no <br />way the electrical in the structure at 34 East Little <br />Canada Road can be brought up to those standards for <br />$125. <br />McBride reported that the Building Inspector is basing <br />the remodeling costs on $50 per square foot. McBride <br />pointed out that the attempt is not to build a new <br />house, but to bring the existing structure up to <br />minimum standards. McBride reported that Mr. Marshall <br />would like to occupy the structure only during the <br />summer months. McBride indicated that as long as walls <br />are not being torn out, the electrical within the walls <br />does not have to be touched. McBride anticipated that <br />only smoke detectors would need to be added to the <br />electrical system. McBride asked if the City's <br />intention is to tear the house down or allow it to be <br />brought up to minimum standards. <br />The City Administrator replied that if the City <br />proceeds under the hazardous building statutes, the <br />property owner is allowed an opportunity to make <br />corrections to the structure to bring it up to minimum <br />standards. However, this must be accomplished within <br />the 50o market value restrictions. If the corrections <br />cannot be made within those restrictions, the City <br />would proceed with the demolition of the structure. <br />McBride reported that there is little work needed to <br />the structure to bring it into compliance with minimum <br />standards. <br />The City Administrator reported that from pictures the <br />City has of the property, it appears there is <br />substantial foundation work needed.
