MINUTES <br />CITY COUNCIL <br />MAY 13, 1992 <br />Inspector red-tagged the structure because of the lack <br />of permits, and informed the property owner of the <br />ordinance. There were some concrete slabs placed on <br />the property without a permit, and rather than remove <br />them as instructed, the property owner had them <br />installed for a parking area. <br />The Administrator reported that the Building Inspector <br />has requested detailed plans and a work scope for <br />improvement of the structure, and no specific work <br />scope has been submitted. The Administrator pointed <br />out that Mr. McBride indicates that the property can be <br />brought into compliance for $4,400, and the Building <br />Inspector is concerned that this cannot be done for <br />that amount of money. <br />The Administrator reported that at the last meeting he <br />suggested that the City pursue action against the <br />property under the hazardous building statutes, and the <br />Building Inspector has been instructed to put together <br />a report outlining the defects of the property. <br />The Administrator pointed out previous application by <br />the property owner for a variance from the Ordinance <br />requirement that property improvements cannot exceed <br />50% of the fair market value of the structure. This <br />variance was denied. The fair market value of the <br />structure has been determined by Ramsey County at <br />$9,000, and that is why the $4,500 is such a magical <br />figure. <br />The Administrator reported that there are definite <br />concerns with the condition of the structure. It is in <br />a hazardous condition and the problems need to be <br />corrected. It is the Building Inspector's opinion that <br />correction of those problems will exceed $4,500. <br />McBride showed the Council the plan that he submitted <br />to the Building Inspector showing the improvements that <br />are planned. McBride reported that he submits these <br />types of plans to the City of St. Paul all the time, <br />and they are acceptable. McBride reported that the <br />second set of plans that were submitted to the Building <br />Inspector far exoeeded the $4,500 limitation, however, <br />the first did not. McBride also reported that the work <br />scope is detailed on the permit application. McBride <br />indicated that he has a bid from a licensed plumber in <br />the amount of $110 for work to bring the plumbing up to <br />Code, and a quote from a licensed electrician in the <br />amount of $125 to bring electrical up to Code. McBride <br />again indicated that he is a 5tate-licensed contractor <br />and would not do anything that would jeopardize his <br />license. <br />Page 11 <br />
