MINUTES <br />CITY COUNCIL <br />MAY 13, 1992 <br />TWIN LAKE <br />BLVD. <br />IMPROVEMENT <br />HEARING <br />The Mayor opened the Public Hearing to consider the <br />improvement of Twin Lake Blvd. from Vadnais Blvd. to <br />Vadnais Blvd. by bituminous shoulder paving. <br />The City Administrator reported that the County will be <br />upgrading Twin Lake Blvd. later this summer, and has <br />contacted the City to see if there is interest in <br />paving the shoulders of this street. Estimated cost of <br />the shoulder paving is $4,526.00 and past City policy <br />has been to assess 80% of the cost of such improvements <br />to the benefitting properties, with the City picking up <br />the remaining 20o through general taxation. The <br />Administrator reported that the City Engineer has <br />reviewed the affected properties and has determined <br />that there is 3,408 feet of assessable frontage. A <br />100% assessment is estimated at $1.33 per lineal foot. <br />The City Administrator pointed out that some properties <br />have access from Twin Lake Blvd. although limited <br />frontage because the properties are located in the <br />interpart of the area. The City Engineer is proposing <br />that these properties be assessed at the minimum lot <br />width of 75 feet. <br />The City Administrator pointed out that the figures <br />used this evening are estimates, and should the Council <br />decide to proceed with the improvement, an assessment <br />hearing would be held at a later date. <br />Scalze reported that she received a call earlier today <br />on this improvement. The caller asked if the <br />assessment for a duplex or tri-plex would be higher <br />than for a single-family home. <br />The City Administrator replied that the City's policy <br />has been to assess these kinds of improvements based on <br />front footage, and felt that it would be difficult to <br />prove that a multiple-family home received more benefit <br />than a single-family home. <br />Collova estimated if the improvement is assessed at <br />80%, the cost to property owners would be $1.06 per <br />front foot. <br />The City Administrator again reported that this was not <br />an assessment hearing.
