The Administrator <br />again reported that the County is planning to grind and <br />overlay Twin Lake Blvd. from Vadnais Blvd. to Vadnais <br />Blvd. and asked if there is interest in having <br />shoulders paved as part of the project. <br />The Mayor opened the hearing to comments from the <br />general public. <br />Dan Liebel, 105 Twin Lake Blvd., pointed out that less <br />than one mile away there is a bike path around Vadnais <br />Lake. Liebel did not feel it was necessary to have <br />paved shoulders on Twin Lake Blvd. Liebel reported <br />that there were at least five property owners present <br />who were opposed to the improvement. <br />Blesener pointed out that the remaining property owners <br />who are not present either do not care or support the <br />improvement. Blesener stated that the paved shoulders <br />are proposed at four feet in width, and would be an <br />added safety feature along the roadway. Blesener did <br />not believe that the cost of the improvement, estimated <br />at $1.33 per lineal foot, was a major riardship. <br />Jim Liebel, Twin Lake Blvd. property owner, pointed out <br />that there are some steep grades in the area, and asked <br />how a paved shoulder could be installed alongside the <br />existing hill. <br />The City Administrator did not know what the County <br />would do in areas where the terrain was restrictive. <br />Collova pointed out that on County Road B the City <br />supported a shoulder paving improvement since the <br />adjacent city, Maplewood, also supported the <br />improvement. Collova felt that in this instance if <br />Vadnais Heights supports the improvement, Little Canada <br />should as well so that the area looks uniform. <br />Liebel pointed out that Vadnais Heights has no homes <br />along Twin Lake Blvd. <br />Blesener suggested that the improvement be approved <br />contingent upon the determination by the City Engineer <br />and the County that the shoulders can be installed <br />without any major grading or reconstruction. It was <br />also suggested that the City determine if Vadnais <br />Heights is going to support the improvement. <br />Collova agreed. <br />Page 3 <br />
