MINUTES <br />CITY COUNCIL <br />MAY 13, 1992 <br />Council reviewed a proposed ordinance which was drafted <br />by the City Administrator and Scalze based on the <br />ordinances in effect in seven other cities in the <br />immediate area. This proposed ordinance was sent to a <br />number of groups within the City for their comments and <br />recommendations, and these groups were invited to <br />attend the workshop. <br />Scalze stated that the proposal is a move forward in <br />conjunction with the restructuring of the City's <br />recreation program. <br />Mrs. Scalze introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 359 - AN ORDINANCE AMENDING CHAPTER 2501 <br />OF THE CITY CODE OF THE CITY OF LITTLE CANADA RELATING <br />TO THE ESTABLISHMENT OF THE PARK COMMISSION <br />The foregoing ordinance was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Blesener, Collova. <br />Nays (0). Ordinance declared adopted. <br />PIONEER Scalze pointed out that the Park Commission will review <br />PARK the parking problem at Pioneer Park at their meeting <br />PARKING next Thursday. Scalze asked if the Council has any <br />PROBLEM comments on this issue and the programming of Pioneer <br /> Park. <br /> Council discussed youth programming versus adult. <br /> Blesener felt that the parking problem will occur any <br /> time all the fields are scheduled and there are double <br /> games regardless of whether the fields are being used <br /> by adults or youth. Blesener also pointed out that in <br /> addition to the ballfields being used, there are the <br /> tennis courts as well as the basketball courts to <br /> consider. Blesener pointed out that the fields at <br /> Pioneer Park are going to be used by adult teams and <br /> the City must have adequate parking. <br /> LaValle pointed out that there was room for expansion <br /> of the parking lot on the Centerville Road side. <br />Scalze agreed there was room for parking lot expansion, <br />and suggested that the City needed input from the <br />property owners on both the DeSoto and Centerville Road <br />sides of the park. Scalze pointed out that as an <br />emergency measure, the City has allowed parking on the <br />east side of DeSoto Street. Scalze also pointed out <br />that the City has use of fields at Capital View, the <br />Middle School and St. John's that could be used to ease <br />the parking problem at Pioneer park. <br />Page 20 <br />
