MINUTES <br />CITY COUNCIL <br />MAY 13, 1992 <br />at speeds at which traffic is traveling on a roadway in <br />considering their recommendation to either increase or <br />decrease a speed limit. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-5-162 - AUTHORIZING PUBLIC WORKS <br />DEPARTMENT TO INSTALL PROPER TRAFFIC CONTROLS ALONG <br />COUNTRY DRIVE FROM LITTLE CANADA ROAD TO RICE STREET IN <br />CONJUNCTION WITH THE STATE'S RECOMMENDATION TO INCREASE <br />TRAFFIC SPEEDS FROM 30 MILES PER HOUR TO 35 MILES PER <br />HOUR <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Collova, Hanson. <br />Nays (O). Resolution declared adopted. <br />RECYCLING Blesener reported that Bellaire Sanitation has reported <br />BINS AT that they are continuing to find garbaqe mixed in with <br />CITY GARAGE the recyclables being collected at the City Garage. <br />Therefore, Bellaire will begin charging $70 per ton for <br />separation of these materials. There are approximately <br />5 tons of materials collected at the site each month. <br />Blesener reported that it is the recommendation of <br />Public Works that the recycling bins be removed since <br />there is no funding in place to cover the additional <br />charge. Public Works has also reported that they spend <br />one to two hours per day just cleaning up the site each <br />morning after materials are dumped around the bins <br />during the night. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-5-163 - AUTHORIZING BELLAIRE <br />SANITATION TO REMOVE THE RECYCLING BINS FROM THE CITY <br />GARAGE SITE EFFECTIVE IMMEDIATELY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Collova, Scalze, Hanson. <br />Nays (0). Resolution declared adopted. <br />Collova stated that he thought the problem would not <br />exist since the City has mandatory garbage collection, <br />therefore, he believes the material is being brought in <br />£rom outside the City. <br />PARK & Scalze reported that earlier this evening the Council <br />RECREATION held a workshop to discuss the expansion of the role of <br />COMMISSION Park Commission to Park and Recreation Commission. <br />Page 19 <br />
