MINUTES <br />CITY COUNCIL <br />MAY 13, 1992 <br />Steve Morelan pointed out that the reason the City <br />hired a full-time Park and Recreation Director was to <br />make the program more pro-active than re-active. <br />Morelan felt it re-active to make the Park Commission a <br />sounding board for complaints, and suggested that it <br />would be nice if it would evolve into something more. <br />Blesener pointed out that in Shoreview the park and <br />recreation commission deals with more park issues than <br />recreation. Recreation issues are handled primarily by <br />city staff. Blesener did not feel the expansion of <br />duties of the Commission would result in a major <br />change; however, the Commission would become a public <br />sounding board. <br />Steve Morelan asked the feeling of the Park <br />Commissioners with regard to the added <br />responsibilities. <br />Wehrle replied that there has been no reaction from the <br />Commissioners. Wehrle stated that he did not want to <br />see the Commission get into the position of <br />micro-managing, however. <br />Scalze pointed out that the Park and Recreation <br />Director is not a member of the Commission, but sits <br />with the Commission as a City staff person. Therefore, <br />Scalze felt the evolution from Park Commission to Park <br />and Recreation Commission would be fairly easy. <br />Jim Morelan asked if the consensus of the Council was <br />that the definition of the expanded role of the <br />Commission is to serve as a sounding board. Morelan <br />felt that under that definition there would be no <br />problem. <br />Wehrle felt it could happen that the Commission would <br />make recommendations on recreational programs. Wehrle <br />pointed out that the Commission would have the input <br />from the Park and Recreation Director. Wehrle did not <br />see the expanded role of the Commission resulting in a <br />lot of changes. <br />Scalze viewed the Commission, under their expanded <br />role, serving as a focal point for people. <br />Wehrle agreed, and pointed out that the Park and <br />Recreation Director would also be available to the <br />public, with the Director, in turn, bringing issues to <br />the Commission. <br />Blesener did not feel the expanded duties would result <br />in any major changes. <br />Paqe 3 <br />
