MINUTES <br />CITY COUNCIL <br />MAY 13, 1992 <br />Wehrle pointed out that as there is less and less park <br />development occurring, there will be less and less for <br />the Park Commission to react to. Wehrle felt that park <br />development relates to programming issues. <br />Blesener stated that the Park Commission addressed <br />programming issues in the planning of the development <br />of Pioneer park. <br />Scalze pointed out that the bulk of the work has been <br />park acquisition, and with acquisition completed, the <br />natural progression would be to look at the whole <br />picture. <br />Blesener pointed out that if the intent was for the <br />Commission to run recreation, a full-time Parks and <br />Recreation Director would not have been needed. <br />LaValle asked about the composition of the Commission, <br />and if the City was going to try to create a <br />cross-section of representation of the various groups <br />within the City on the Commission. <br />Wehrle felt it was a nice idea, but pointed out that <br />the City is sometimes lucky to get volunteers. <br />Blesener pointed out that the Commission is comprised <br />of seven members and there are only one or two groups <br />within the City that are effected by recreational <br />programming. Blesener felt that in a City this size it <br />was better to get people involved who are interested. <br />Scalze hoped that individuals from these groups would <br />apply, but did not feel a spot should be reserved on <br />the Commission for them. <br />Collova felt membership on the Commission should be <br />open to anyone who applies. <br />Scalze reported that she discussed this issue with <br />other cities, who handle it throuqh the appointment <br />process. Most oities indicated a difficulty in getting <br />individuals to apply, and have never had a problem with <br />groups being either over or under represented on their <br />commissions. <br />Scalze pointed out that the proposed ordinance calls <br />for a joint meeting of the Commission and City Council <br />when necessary, and at least once per year. Scalze <br />suggested that other groups that supply recreation to <br />the City could be notified and invited to these <br />meetings as well. <br />Page 4 <br />
