That committee had recommended that the <br />Commission deal with recreation other than youth <br />athletics and not try to duplicate the function <br />performed by the LCRA. Morelan asked how the situation <br />progressed that youth athletics are now included. <br />Scalze reported that the proposed ordinance was drafted <br />strictly on the basis of the content of the other <br />cities' ordinances. These cities have associations as <br />well, and no other ordinances mention the associations, <br />although the proposed Little Canada ordinance does. <br />Scalze stated that she and the Administrator did not <br />feel that the Park and Recreation Commission could <br />exist without looking at the total picture, but felt <br />that the LCRA and 55 Plus Club should be part of the <br />picture. <br />The City Administrator pointed out that the ordinance <br />was not trying to preclude the role of the LCRA, rather <br />it was attempting to be sensitive to it. <br />Collova agreed stating that the role of the Park <br />Commission should not be expanded to the exclusion of <br />one area. Collova felt that the public should be free <br />to discuss youth athletics with the Park and Recreation <br />Commission if they choose to. <br />Blesener felt that splitting recreation <br />responsibilities would be creating factions. The <br />ordinance is an attempt to work together on these <br />issues. <br />Steve Morelan agreed. <br />Scalze indicated that the LCRA and 55 Plus Club are <br />specifically mentioned in the ordinance because they <br />are established groups within the City. The Ordinance <br />also refers to any other group within the City that is <br />concerned with parks and recreation. <br />Hanson asked about item 6 under this same section, and <br />it was the consensus of the Council that this referred <br />to public informational meetings. <br />Hanson referred to items 9 and 10, and it was the <br />consensus of the Council that these items should be <br />amended to require authorization of the Parks and <br />Recreation Director or City Administrator, and the City <br />Council when determined appropriate by City Staff. <br />These items will be amended accordingly. <br />It was the consensus of the Council that item 17 should <br />be amended to change "Director" to "Parks & Recreation <br />Director". <br />Page 6 <br />
