MINUTES
CITY COUNCIL
MAY 13, 1992
Wehrle felt it important for the Council and Commission
to review goals and objectives once a year.
Hanson commented about Section 2501.040 regarding
vacancies.
It was pointed out that the Council reviews
Commissioners' attendance annually, and there have been
few problems in this area in the past.
Blesener referred to Section 2501.020 and asked if
reasons for termination should be listed in the
ordinance.
The City Administrator pointed out that the ordinance
assumes "cause" for termination purposes, and felt it
difficult to compile a complete list of causes.
Hanson asked if it was mandatory that the Park and
Recreation Director attend Commission meetings.
Jim Morelan replied that he will try to attend every
meeting he can. Morelan reported that the Commission
Chairman has indicated that it may not be necessary to
attend all meetings, however, his intent was to attend
them all unless he had a conflict.
Blesener felt it was almost part of the job that the
Director attend Commission meetings. Scalze agreed.
Morelan replied that he feels that way, and that is why
he will be at the Commission meetings.
Hanson questioned Section 2501.080 (2).
Scalze suggested that an example of how this duty could
be performed would be through a survey similar to the
one that Decision Resources did several years ago.
Wehrle stated that he felt surveys were important for
direction and decision-making. Wehrle pointed out that
the past survey was used in determining the development
of Pioneer Park. Wehrle acknowledged that surveys were
costly and suggested that a less expensive option would
be a survey in the City newsletter.
Jim Morelan stated that he would like another survey
done, and felt that the most reliable way to do a
survey is the way the previous survey was conducted.
Steve Morelan pointed out that the idea for a Park and
Recreation Commission surfaced with the committee that
drafted the job description for the Park and Recreation
Page 5
