MINUTES <br />CITY COUNCIL <br />MAY 27, 1992 <br />The City Planner stated that the value of the Star City <br />designation is the process that must be followed to <br />achieve the designation. The Planner stated that there <br />was no value in the designation itself, pointing out <br />that it has become so common that it is paid little <br />attention. The City Planner felt that real value comes <br />from leads from the real estate community. The Planner <br />stated that the Star City project was set up for <br />communities to get familiar with economic development. <br />However, many cities hired consultants to handle the <br />process, and thus defeated the purpose of it. <br />The City Planner felt there may be value to the Star <br />City designation from the standpoint of determining the <br />City's strengths in economic development, and the City <br />could then market those strengths. <br />Scalze pointed out that it was thought that the <br />designation would foster some community pride. <br />The City Administrator reported that the City is not <br />close to obtaining the destination, and felt that <br />unless the City was prepared to go out and do economic <br />development and provide the on-going staff to support <br />the project, it will not work. The Administrator <br />pointed out that there is a significant time commitment <br />required as part of the Star City program, and has <br />found that use of volunteers to administer the program <br />does not work. The Administrator suggested that code <br />enforcement and the pride factor could be addressed <br />with a task force situation. The Administrator felt it <br />was easier to get a property owner to comply with code <br />enforcement issues when their are peers asking for that <br />compliance. <br />It was suggested that the matter be approached from a <br />task force standpoint at this time, and Scalze stated <br />that she will set up a meeting of the Chamber <br />presidents, Hanson, City Administrator and herself. <br />Collova agreed with the previous comment that the City <br />would be most successful in the area of economic <br />development by contacting commercial real estate agents <br />in the area. <br />Scalze reported that once the small committee meets, <br />she will report back to the Council. <br />LIQUOR Council reviewed the 1992/93 liquor license renewals. <br />LICENSE It was noted that the Mayor, City Administrator and <br />RENEWALS Sheriff's Department will be meeting with <br />representatives of Saxon Lounge/Mingles to discuss <br />security concerns in view of Saxon's indication that <br />they would like to have a staff person patrolling their <br />parking lot during the summer months. <br />Page 21 <br />
