MINUTES <br />CITY COUNCIL <br />JUNE 10, 1992 <br />CODE ISSUES Collova reported that he has received a complaint about <br />the operation of a business in the County Road D area. <br />That business is Precision Tree, and Collova asked that <br />the Building Official determine if any code violations <br />exist, and if they do, take appropriate action. <br />Scalze reported that she has heard concerns about the <br />operation of a business from the LaBore Road/Windrow <br />Drive area. This business appears to be a golf-course <br />maintenance business. Scalze asked that the Building <br />Official take appropriate action in this situation as <br />well. <br />WATER WORKS Scalze reported that the St. Paul Water Department <br />TRAIL has indicated that they will approve the use of their <br />right-of-way for a trail. The Water Department is <br />preparing a formal agreement, however, one of the <br />conditions is that the City hold a public hearing with <br />adjacent property owners on this matter. Scalze <br />pointed out that both the Park Commission and City <br />Council have already held public hearings on the issue, <br />and asked if another would be necessary. Scalze <br />reported that the Park Consultant is working on the <br />construction package, and would like to advertise for <br />bids during the first week in July. <br />Blesener suggested that the Water Department be sent <br />the previous public hearing minutes to determine if the <br />hearings that were held will be adequate. <br />The City Administrator pointed out that the Water <br />Department has received calls from residents who have <br />indicated that they oppose the trail improvement, and <br />this is, most likely, the reason they want the City to <br />hold a public hearing. <br />Scalze pointed out that the City is aware that the <br />majority of the property owners in the area support the <br />trail improvement. Scalze suggested that the Water <br />Department be sent past meeting minutes and asked if <br />something different should be done. <br />Mrs. 5calze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-6-197 - INSTRUCTING THE CITY <br />ADMINISTRATOR TO CONTACT THE ST. PAUL WATER DEPARTMENT <br />ON TAE ISSUE OF A PUBLIC HEARING FOR TRAIL IMPROVEMENT <br />ON THE WATER WORKS PROPERTY, AND IF A PUBLIC HEARING IS <br />NECESSARY, AUTHORIZING THE CITY ADMINISTRATOR TO <br />SCHEDULE THAT HEARING ACCORDINGLY <br />Page 8 <br />
