MINUTES <br />CITY COUNCIL <br />JUNE 10, 1992 <br />that the Building Official, in particular, needed <br />stronger direction. <br />' Collova felt that the Administrator should be doing <br />performance evaluations of department heads, noting <br />that he has never seen any. <br />Blesener indicated that he thought these were being <br />done, and should be available to any Council Member who <br />wishes to see them. <br />The next area of responsibility reviewed was <br />"Fiscal/BUSiness Management". Hanson felt that the <br />Administrator has kept the Council very well informed, <br />that his cost containment program has been excellent, <br />and suggested that the Administrator continue his <br />efforts. <br />Scalze felt that the Administrator exceeded <br />expectations in this area. <br />Collova agreed, and felt that the Administrator saved <br />the City a great deal of money on both the Fire Station <br />and City Center projects. <br />Blesener agreed that expectations were exceeded in this <br />area, and praised the Administrator for his work on the <br />budget. <br />"Program Development and Follow-Through" was next <br />discussed. Hanson suggested that the Administrator <br />should instill in consultants the need to deliver <br />reports in a better manner, and noted the need for <br />better follow-through and more research of options on <br />the part of the City Engineer. <br />The Administrator reported that City staff recently did <br />a performance review of the City Engineer, and met with <br />the both Mike Lynch and the president of Bonestroo & <br />Associates to discuss that review. The Administrator <br />pointed out that the City Engineer does lack experience <br />in the area of formal presentations, and doesn't <br />consider all the options as well as he should. <br />Page 2 <br />
