MINUTES <br />CITY COUNCIL <br />JUNE 10, 1992 <br />Scalze stated that she would like to see more <br />presentation of innovative trends and new ideas. <br />Blesener reported that he rated the Administrator as <br />meeting expectations in this area. Blesener felt that <br />the Administrator has not had the time to address <br />improvements to on-going programs and look at new ways <br />of doing things. <br />Scalze suggested that staff should be presenting new <br />ideas and proposals to the City Administrator for his <br />review. Scalze felt that the Administrator excelled at <br />planning and implementation of programs. <br />The next area reviewed was "Relationship with <br />Mayor/Council". Hanson felt that in this area <br />improvement was needed in establishment of timeframes <br />and follow-up for improvements that have been agreed to <br />by developers or property owners within the City. For <br />example, the stripping of the parking lot at the Little <br />Canada Bingo Hall that was agreed to by Mr. Short, and <br />has not been done, and the site improvements needed at <br />the Kandice Heiqhts development. <br />Blesener felt these concerns went back to "Organization <br />and Management". Blesener reported that he rated the <br />Administrator as exceeding expectations in the area of <br />"Relationship with Mayor/Council". Blesener pointed <br />out that the Administrator always makes himself <br />available to the Council, and prepares good agendas and <br />back-up materials. <br />Collova and LaValle agreed that reports and <br />documentation are always excellent. <br />The next area discussed was "Long Range Planning". <br />Scalze again commented on the need for innovative <br />ideas. <br />Blesener commented that staff has been too busy putting <br />out fires to do much long range planning. Blesener <br />noted that it is a matter of time and priorities and <br />suggested that long range planning is the <br />responsibility of the City Council and City staff in <br />addition to the City Administrator. Blesener suggested <br />that perhaps there was the need for quarterly workshops <br />of the Council and staff to review long range planning. <br />LaValle noted that the City <br />such projects as remodeling <br />construction of a new Fire <br />development, landscaping of <br />done shortly.
