MINUTES <br />CITY COUNCIL <br />JUNE 16, 1992 <br />because there is only a one-time mobilization, however, <br />in this particular situation any savings in waiting on <br />LaBore Road until the other projects are ready to <br />proceed would probably be offset by inflationary <br />increases. <br />Mrs. Herford pointed out the existence of the Vanderbie <br />drainage tile. <br />Mrs. Donovan reported that this particular drain tile <br />has been draining the area to the north. The tile is <br />still open and running and goes under LaBore Road. <br />Donovan stated that she did not want to see this tile <br />disturbed since it is still providing a drainage <br />function for the area. Donovan estimated the tile to <br />be about 4 feet deep at the Billings property and 11 to <br />12 feet deep under LaBore Road. Mrs. Donovan offered <br />to show the City Engineer the location of this tile. <br />Mr. Donovan reported that the Vanderbie drain tile <br />drains more water in the Spring than an existinq <br />culvert in the area since the culvert is set too high. <br />Mrs. Herford felt that the improper placement of the <br />culvert has added to the deterioration of LaBore Road <br />since it doesn't drain the area properly. <br />The City Engineer agreed that if surface water cannot <br />get out of an area, it softens the base of the road <br />which results in road deterioration. <br />Blesener asked if the sanitary sewer and watermains <br />alonq LaBore Road were located at an elevation above <br />the Vanderbie tile. <br />Mrs. Donovan felt that they were. <br />The City Engineer reported that he is looking at an <br />elevation for the trunk storm sewer lines at a fairly <br />deep elevation in order to pick up water. Laterals are <br />typically not set as deep. The Engineer suggested that <br />existing drain tile could be connected to the storm <br />sewer system so that it continues to drain. The <br />Engineer indicated that the City wants to see storm <br />water directed into Gervais Mill Park so that it can be <br />filtered into the proposed settling ponds in the Park <br />before going into the lake. <br />Mrs. Donovan asked if it were correct that the City <br />would pay the entire cost of storm sewer, and that the <br />benefitting property owners would be assessed strictly <br />for road improvement. <br />Page 12 <br />
